I am running the lastest 4.x.y version.
Quoting myself:

means negated
"my current windows version (W98) does not support the 2496 directly"

So, answer to your question was already there: Actually the windows startup sound is not becoming played on it, and there is no sound mixer appearing.

Lets wait until Leif confirms, I'll ask my son to install XP

You must be running an older version of WSJT?  I believe that the 
current version (5.8.6) should run fine with any sound card that is 
known to the Windows system.
