[linrad] Linrad transmitter control

Hello, All,

I wrote a small C module to add on to Linrad so that Linrad will control  
the transmitter frequency of an FT1000.

I had done this a couple of years ago with a C module plus an external  
Visual Basic program.

This version just has Linrad send the necessary information for the FT1000  
out a serial port on the same computer that is running Linrad.

The code isn't elegant, but it works.

It is designed for 144 MHz operation, as it assumes an IF of 116 MHZ above  
30 MHz.
